as we are passing through draught like conditions in our most part of country,in draught conditions some people are indulging in hoarding of essential commodities and some time in convenience with govt officials.this is a criminal activity and government agencies shud make laws in such a manner that they can not evade lawand shud not give any ambiguity in the law. such as geographical regions covered under act,licensing shud be compulsary for large hoarding .In this period govt shud enter in rural areas where these hoarding are taking place in large numbers.people shud be vigilent to act against such hoarders, sociall pressure groups and caste based groups shud boycott such hoarders. and their social boiy ocott must be done.
